Legale Overseas, no. 943.
The Federal Revenue Service, through the General Coordination of Registration and Tax Benefits Management (Cocad), announced a new phase in the company registration process, focusing on the implementation of the Consumption Tax Reform. The changes follow the guidelines established by Complementary Law No. 214/2025.
As part of these changes, the Tax Administration Module will be implemented on the Redesim Business Portal, aiming to simplify the processes of business registration and legalization. During the CNPJ registration, the applicant will need to choose between the Simples Nacional regime or another consumption tax regime instituted by the Reform. The registration will be displayed directly on the platform, allowing visualization of the assigned CNPJ number and the selected tax options.
The new module will be responsible for collecting the following information:
• Data necessary for classification under the Simples Nacional Regime;
• Information regarding the regimes established by the Tax Reform;
• Other data of interest to the Tax Authorities.
According to the published schedule, the construction and testing phase will continue until July 18, 2025. The preparation of the production environment will take place between July 21 and 25, and the implementation is scheduled for the weekend of July 26 and 27.
In addition to changes in the registration process, the Federal Revenue Service announced the adoption of a new CNPJ model, called the Alphanumeric CNPJ. The format will include letters, in addition to the numbers already used, to address the growth of the business registry and the imminent exhaustion of available numerical combinations. This new structure will be applied exclusively to new registrations starting in July 2026, without affecting existing CNPJs.
The new CNPJ will have fourteen positions: the first eight will be alphanumeric, forming the CNPJ root; from the ninth to the twelfth position, also alphanumeric, will identify the establishment’s origin; and the last two digits, numeric, will be the check digits.
These measures not only modernize the process of company registration and legalization but also prepare the tax system to keep pace with market growth, creating a more dynamic, secure environment aligned with ongoing institutional transformations.
The Tax Law team at Vaz de Almeida Advogados closely monitors these updates and is prepared to advise companies regarding the new requirements from the Federal Revenue Service.
