Secretariat of Gaming and Betting Joins National Anti-Corruption and Anti-Money Laundering Agency

The Secretariat of Gaming and Betting (SPA), part of the Ministry of Finance, is the authority responsible for regulating, authorizing, and supervising the fixed-odds betting market in Brazil.

Starting this November (2024), the Secretariat of Gaming and Betting (SPA) within the Ministry of Finance will participate as a full member of the National Strategy for Combating Corruption and Money Laundering (ENCCLA).
 
ENCCLA, coordinated by the National Secretariat of Justice under the Ministry of Justice, was established to strengthen collaboration among government agencies involved in the various stages of preventing and combating money laundering and corruption.
 

As the body responsible for regulating, authorizing, and supervising the fixed-odds betting market in Brazil, the Secretariat of Gaming and Betting (SPA) is also tasked with enforcing the Anti-Money Laundering and Counter-Terrorist Financing Law (Law 9,613, of 2018).

 
Currently, the National Strategy for Combating Corruption and Money Laundering (ENCCLA) operates with the cooperation of more than 90 public institutions across the Executive, Legislative, and Judicial branches; the Public Prosecutor’s Office at the federal, state, and, in certain cases, municipal levels; as well as certain organized civil society entities.
 
The fixed-odds betting market is in the final phase of an adaptation process that will conclude on December 31, 2024. From January 1, 2025, only companies with proper authorization will be permitted to operate within Brazil.
 
These companies must comply with all relevant legal and regulatory requirements (in Portuguese only) as well as legislation on anti-money laundering and counter-terrorist financing.
